Refusals
Every time a station's website turned our reader away. We don't get around a refusal: the reader waits and asks again later.
A refusal costs a forecaster a scored day only when it's still going on at 9 a.m. and its last forecast is more than a day old; those mornings are listed. The scorecard and rankings say how many each forecaster is missing.
